Shivpal’s ‘manfriday’ Deepak Singhal is new UP Chief Secretary

A 1982 batch IAS office Deepak Singhal finally took over as Uttar Pradesh Chief Secretary ending days of speculations following retirement of his predecessor Alok Ranjan. Singhal, who is known to enjoy proximity with Irrigation Minister Shivpal Yadav, was Principal Secretary Irrigation before becoming the chief secretary.
Interestingly, the Akhilesh government failed to name a new chief secretary after Alok Ranjan retired on June 30 after getting extension of six months earlier. This has led to speculation in the corridors of power with senior IAS officers like Rahul Bhatnagar, Praveer Kumar, who was holding the charge of acting chief secretary until today and Deepak Singhal lobbying for the top administrative post.
However, Singhal’s appointment once again proved the dominance of Chief Minister Akhilesh Yadav’s uncle Shivpal Yadav’s dominance in the state government. Singhal has been instrumental in expediting the work to develop Gomti River Front. He even set up a camp office on the banks of Gomti to directly monitor the progress of the work.
After taking the charge, Singhal said that SP government’s development work would be expedited while keeping in mind the quality of the work. Singhal had been principal secretaries of the important departments like Irrigation, Home, Energy, Commerce etc. He also had been commissioner of Meerut division and has worked as district magistrate of Bareilly and Agra.
